    This is a matter of income continuity for the households impacted.

    I lived in a RtW state (Virginia) and it was common practice for teachers to donate leave days for co-workers out on leave PRIOR TO FMLA. My mother was employed at a time that one could accumulate sick leave indefinately, and of her 200+ days the last half dozen years of her employment, I recall that she donated no less than 20 to (almost always younger) teachers who were on extended leaves of all sorts. (She "cashed in" her remaining leave at retirement.) Usually maternity, but illness or "bridging" to full retirement as well.
