I've seen this a lot in reporting recently.  It's not a quip if it's not funny.  Here is the original reporting:

When asked if his views had changed on gay marriage, the Georgia Republican quipped: “I’m not gay. So I’m not going to marry one.
Here are some alternatives I'd suggest:
When asked if his views had changed on gay marriage, the Georgia Republican bizarrely replied "I'm not gay.  So I'm not going to marry one."  This reporter was unsure if Saxby understood the question.
When asked if his views had changed on gay marriage, the Georgia Republican awkwardly replied "I'm not gay.  So I'm not going to marry one."  It was very uncomfortable after he said this, so this reporter left.
When asked if his views had changed on gay marriage, the Georgia Republican attempted to joke, "I'm not gay.  So I'm not going to marry one."  His attempt at humor fell flat, as the Senator is apparently unaware that supporting gay marriage does not mean that heterosexual men will be mandated to marry homosexual men.  Still, that's what passes for "funny" in Capitol Hill, so David Gregory, who was walking nearby, buckled over in laughter, guffawing loudly, "Oh my God.  I am busting a gut over here.  You're... not.... gay... so... you're... not... going... to... marry... one... HILARIOUS!!! HAWR HAWR HAWR!"

I don't think it's funny either. But it WAS an attempt at being funny. So it is a quip, like it or not. And the more people treat it like it was a serious response to a serious question that comes off as bizarre, the more the real debate isn't being had.

If anything, be mad at Chambliss for not treating the question as if it were worthy of a serious and thoughtful response.
