    the detention agreement and the contract agreement?

     It sounds like the local government officials are
     easily duped, or maybe paid off somehow.

    It seems a shame to set up a system that ends up beggaring local governments, while using prisoners as pawns.

    And the pictures at the top of the artical?  My first thought was that they were hauling a busload of prisoners from one prison to another, so that both prisons could double charge full bore on the same prisoners, once by the prison that fed them breakfast, another by the ones that fed them supper.

      as counties need cash and CCA promises it to them.

      And with regard to your question about detainee shuffling, they can only charge 1 bed day per detainee. It depends where they sleep. Most facilities are not close enough that you could just move them around from one to another anytime they want.
