    If a doctor performs unnecessary procedures, you can get their medical license revoked.  An attorney who was found to have deliberately put their clients into legal trouble in order to increase their billable hours would be disbarred.  But if a cop terrorizes a community and arrests people for no reason just to meet a quota, or a prosecutor throws away common decency to meet conviction quotas, they'd be rewarded.

    There's a very simple way to judge whether a police force is doing its job: Ask the people in the community being patroled if they feel safe and are satisfied.  If they say Yes, then that's good enough.  If they say No, find out why and fix it until they say Yes.  I know people are dumb and ignorant and confused, and probably want contradictory things, but democracy's the best system there is.

      In that case, lenders were encouraged to hand out mortgages to anyone with a pulse just so that the could be packaged together as lucrative mortgage backed securities. All sensible and ethical standards went out the window.

      When the high risk loans predictably tanked, so did the economy.

        to the status of an institutional imperative over intelligent judgment, catastrophic abuses of power are guaranteed.  There is simply no substitute for intelligence, and never will be.

      Say, a minimum of 50 US troops killed by enemy action each month.  After all if they aren't dying it means they're not out there doing their job, right?

      The absurdities of applying CEO management techniques to places they don't apply, was learned the hard way by the former CEOs who ran the Vietnam War.
