  •  white elephants are self-justifying (2+ / 0-)

The whole point of breeding white elephants is to show that you can.  "Hey China, we can operate 15 nuclear powered carrier battle groups and you can't!"  Why, dealing with carrier-killer missiles should be easy by comparison ... but far more importantly, we need to make it clear that we're the big kid on the block.

We're dealing with a mentality that would see a Navy built of smaller but more sophisticated and ultimately more capable ships designed with fourth generation warfare in mind as a step backwards.  It's like when the carrier made the battleship obsolete, or the drone chipping away at manned air operations ... or when the musket made the knight obsolete.  There's a weird dimension of romance at work, seeing the decline of bigger, more powerful, more glamorous "true warriors" in the face of an increasingly workmanlike approach to warfare carried out by operators, technicians, and analysts.

Besides, the military is a cash cow, and no-one wants to wage war "on the cheap" as far as hardware is concerned.
