    College (American) football used to have ties, and it was just a mess.

    Not only was there no conclusion to the games, but because college football doesn't have a playoff system, they then had to factor in the ties into the AP and USA Today Coaches polls. So not only did you have a similar setup to what the BCS does today (people trying to make judgments based on strength of schedule and the worth of a win or a loss), but back then they also had to make judgments on whether a tie against Team X was better or worse than a loss against ranked Team Y.
