    The passage Kagan quoted was from the committee report of the House Judiciary Committee on the bill, the committee that reported the bill to the floor.

    Such a committee report is just what all members of Congress consult in deciding what a bill means and how to vote on it.  So it's what all the members of Cognress had in mind in voting for (or against) the bill.  And it's the kind of legislative history that most judges (not Scalia, who claims at least not to believe judges should use legislative history) consult in deciding what the intent behind a bill is.
