    If the President believes anything, it's that a) finding a bipartisan middle ground (whatever the issue) and b) bringing Democratic Party Priniciples in line with Budget Reality (According to Pete Peterson and other Very Serious People) are key components to a successful Presidency.

    Refusing to negotiate would strike him both as too ideological and a failure to check one of his core Legacy boxes. Ditto failing to 'reform' long-term spending.

    He knows perfectly well there are other ways of doing this. That Americans don't support Republican policies. That attacking runaway health care costs would destroy much of the long-term debt. But nobody Important would take him seriously. And he might actually fail.
