    It will happen when insuring certain real-estate becomes cost prohibitive.  If I ran an insurance company, I would be running away from all cost and all of Florida.

      Flood insurance. Why else would keep building again and again?  If people had to pay market prices for insurance they wouldn't keep rebuilding. Ever wonder why we don't have money for healthcare?  Ask a selfish coastal dweller in their new house.

        A majority of people on the planet live in coastal areas because that's where people have always lived. How nice for you that you weren't born on the coast or had the opportunity/resources to move.

        Also, the reason we don't have money for healthcare isn't because we spend a billion here or there after major disasters. It's because we have a bloated standing army and politicians who hand over cash to their corporate buddies in the form of contracts and tax breaks. Not because we have federal flood insurance.
