    If I get this right.

    The punishment is denial of a state income tax credit.  The regulated behavior is voting where the college is located.  The state can only regulate voting in its own borders, and amend its own income tax rules.

    So, this is punishing parents of children who attend a college in the state.

    It's straight-up, no two ways about it, an effort to make the process harder, in hopes of discouraging lazy D voters.
