    This depends on what department you have as an employer: What I know is-x hours per pay period (fortnight) depending on your time employed of annual leave and z hours sick for all. Full time employees have to have supervisor AUTHORIZE comp time, and overtime, but overtime is only allowed if (much higher up superiors, in competition with the rest of the federal government for budget dollars) there IS an overtime allotment. If your department is low in the hierarchy and money is short, no OT so comp time is how extra work is done.
