    If you're asking whether police use optical character recognition devices to check license plate numbers, I can assure you that many of them do. There are hand-held cameras that you can point at the back of a car, and it will read the license plate and enter it into a computer that will look up the details.

    What do I think about that? Well, I'm a bit ambivalent. On the one hand, it's kind of creepy. But on the other hand, it does cut down on the number of times policemen smash into other cars or run over pedestrians because they are trying to enter license plate numbers while driving.

      and I would not have a problem with this case if that is what had happened.

      prove I was not even on campus, and they excuse they gave me all the way up through various supervisors was "our software looks at a range of numbers..." and apparently that means they just send out bills almost randomly, assuming that parents will pay the bill so their kid can graduate. Not being your typical undergrad, I fought it until they let go of the bill, but I'm sure it happened to plenty of people.

        w/a cop going in the opposite direction.  He turned around.
        Pulled me over and said "'we made eye contact, you know I had to pull you over".  He ticketed me for some absurd violation. The judge smiled when I told him what the cop said and asked me if I'd settle for a parking ticket instead.
