    CCC camp director.  He had a degree in Forestry so his camp did pruning for fire prevention, building back country roads, trails and bridges and when necessary to fight forest fires.
    They also built check dams for erosion control and much more.
    That's an arena from which private industry can't really profit  (unless they did something illegal or immoral...... but then....)
    Our national forests, grasslands, wet lands, rivers, national monuments and parks are currently in need of people capable of the work required - but, like infrastructure, the money is not there under current budgeting. But an umbrella agency with a generous budget could accomplish the essencial but not profitable jobs that need be done
