    food bank (Manna, regional) here, it gets a lot of its stock in donations from the local grocery chain's big warehouse and damaged freight. Also takes collections from churches (some constant, some gathered for disaster relief and re-tasked for local relief) and civic groups, farmer's market back end (also regional) and even local growers. Kind of an eclectic mix, but some of just about everything you can think of.

    Individuals could not go to this food bank without a voucher from one of the relief agencies, but I thought that's what this diarist had been given. Mostly it served the next step down of social service programs, like ours and homeless shelters and feeding projects and such who come for large lots once or twice a month and in turn do the distribution to those who need it. Local welfare offices in the 5-county area could come in to get supplies for their 'gift bags' to be given out to people in dire straits for between application and approval of food stamps, WIC, etc. Those came with a bag of toiletries (and yes, even toilet paper!).

    I've seen farmer's and tailgate market freebies without toiletries, but never a real food bank, civic group or church distribution set-up that didn't have toiletries. Seems weird that a big city food bank or sub-distribution network wouldn't know people need soap and stuff.
