    since the quality of legislators (and state officials) across the nation seems based more on their individual personalities and their state politics, not their salaries.

      A salary higher than $31,000 would probably be in order, but he's also not mentioning the sweet per diem benefits these lawmakers get, which either greatly supplements their incomes if they're thrifty....or allows them to have steak and lobster dinners every night if they're not thrifty.
