    regressive tax increases are? And why a DFL legislature is proposing them as opposed to a balanced, progressive set of tax increases to deal with the budget problems left them by Republican lawmakers and the stadium fiasco?

      Both plans could be described as "comprehensive" I suppose, but only if you believe the progressive stuff will have enough votes to pass, which few expect it will.

      ....the same reason why regressive taxes are always the easiest to pass while progressive taxes are the hardest.....it's the path of least resistance.  The more regressive the tax proposal, the fewer lobbyists will be scurrying down the halls of the MN Capitol breathlessly arguing why it would be a financial apocalypse if their clients don't get their way.
