      Florida has an official language, but the US does not.  What is the definition of a foreign language?  If we don't recognize an official language at the federal level, is there really such thing as a foreign language for federal government purposes?

      Many states don't have official languages either (like mine!), but many do, and it is generally English, like in Florida.  So are all other languages foreign?  What about languages that other American states and territories recognize as official (Hawaiian, Samoan, Spanish, etc.)?  They can't be foreign, can they?
