      They may be "experienced", but nothing about this screams any particular level of expertise.  The two devices detonated about 10-15 seconds apart, hardly simultaneous.  Some reports say several unexploded devices were recovered, which indicates a certain lack of skill if true.

      News has said no high-grade explosives have been found.  It's possible this was either made from off the shelf components or was a home-made bomb.    It's certain the perpetrators were sick bastiches, but I am not about to put them in the evil genius category.

          If the second bomb went off 5 minutes after the first, then yes I buy it as a calculated plot.  15 seconds later?  It's 50-50 whether the delay was intentional, to mow down people fleeing the first scene, or unplanned.

        to have failure rates in this type of thing. Bombs fail to go off all the time, even ones made by experts. There's other factors involved. The triggers could have been cell phone related and a spike in data and traffic could have blocked the signal. Or in haste to place the devices in trash cans something could have been knocked loose. If other means of a trigger like visual then it could have been obstructed by fleeing crowds or something, maybe they were spotted. The more sophisticated the device the greater chance at failure for a variety of factors.

        But, placing these devices in a crowed area with tons of security shows to me they have at least done test runs but more likely have done it before. I would assume the trash in those cans was emptied that morning or the night before the race where some security or authority figure was probably present. I would even make a guess the person was a volunteer or imitated someone would would have access to that area. If not, it definitely meas they have experience to have the gall to place those devices while in a crowd. Just like serial killers get bolder and bolder with more kills they rack up. The person/s who did this planned this for a long time and knew what they were doing and had intimate knowledge of the area and race procedures.
