    While so many, even here in these pages, were saying the "sequester" was all smoke in mirrors - In muncipal government, we were increasingly given estimates on what would be cut.

    We rely on FEDERAL GRANT MONEY for PUBLIC SAFETY for training etc on incidents and issues that are not what the police see every day.

    We know that FY14 will see the greatest impact from the cuts.

    In MA we have what's known as proposition - 2 1/2 passed in 1981. A municipality cannot collect more than 2 1/2 percent revenue from property taxes in one FY.  It creates, in many cases, a dependency on Federal money - mostly via state which passes it down to us,  or grants, among other sources, often for schools and police, but not often sustaining.

    We already know that in FY14 there will be cuts to at least one critical public safety program and expect to see more.  

    Oh- and in MA, while senate candidate and congressman Steve Lynch was hanging around the podium and vying for interviews yesterday, I just wanted to someone to ask him WHY HE VOTED FOR THE SEQUESTER, and if he actually understands municipal budgets.

    It's times like this when we need elected legislators we can rely on - McConnell and Boehner are bad enough ... I don't want to be angry at my own senator for stupid votes and taking positions against the president for parochial reasons, I want to feel confident.  

    Warren has been around during all this and it there  is a comfort in knowing she's there. We need more of the same.

    Women are 51% of the population yet are represented in congress by barely 17%! Until our representation reflects the population, we risk sliding backwards .....

    •  Why can't MA raise the necessary funding (0+ / 0-)

      with higher income and/or sales taxes?  That's what we do in California.  The 2 1/2% real estate tax limit does not prevent additional tax revenues from other sources.

      The most important way to protect the environment is not to have more than one child.

        to decrease the sales tax that thankfully was not a measure that would have forced the issue, because the voters said they wanted sales tax reduced.

        But, and this is so important because most people don't understand. Your property taxes are what fund your local municipal budget.

        Yes we get some state funding, but trust me the line items for municipalities "aid for cities in towns" is one - are often cut because they don't actual fund a state operation, they are a contribution.

        So, perhaps it might help state agencies, but when you are in a local disaster, when you are being attacked in your neighborhood - it's your local police and fire departments who protect you. The people on the scene yesterday were Boston police funded by Boston's municipal budget that is primarily funded w/revenues from property taxes and excises taxes.  Larger cities do get a larger share of the state line items used for cities and towns, but again, although they rely on that funding, it is technically supplemental.

        The true funding for your local public safety is coming from your property taxes. We celebrate low property taxes here, but from my side of the discussion, I see us constantly struggling because of it.
