    ...why would courts waste their time adjudicating making the plaintiff whole?

    In this case, it seems that just "an offer" wasn't made, it seems "an offer that fully satisfied the plaintiff's claim" was made.

    If I sue you for $10,000 to pay for car repairs caused when you damaged my car and you say "okay, here's the $10,000 and your costs of suing me", why shouldn't the courts expect you to take the offer that fully met your demands. The civil courts don't exist as a public forum for people to "take a stand", they exist to resolve claims.

    I know this case has some twists which I don't understand due to the specific statute it involves so maybe I'm missing something here.
