    A lone gunman does his dead - usually with absolutely horrendous consequences and then either dies on the scene or enters the criminal justice system. There is no additional fear from other related events by either the gunman or his cohorts.

    A terrorist incident on the other hand is one where fear of future incidents is a prime motivation for the initial act.
