    The West, Texas, fertilizer plant that exploded Wednesday was fined $2,300 in 2006 by the U.S. Environmental Protection Agency for not having a risk management program in place, records show.

    West Fertilizer Co. settled with the environmental agency in August 2006 without admitting liability, according to records obtained by the Los Angeles Times.

    So the US EPA had dinged the company. The fines got settled.

     WASHINGTON - Federal regulators fined the company that operates the Texas fertilizer plant that exploded overnight $10,000 last summer for safety violations. But the government accepted $5,250 after the company took what it described as corrective actions.

    Records reviewed by The Associated Press show that the U.S. Pipeline and Hazardous Materials Safety Administration determined that the West Fertilizer Co. planned to transport anhydrous ammonia without making or following a security plan. An inspector also found that the plant's ammonia tanks weren't properly labeled.

    This is not an unusual situation -- not just in Texas. Small farming communities nationally are laid out similarly to this community. The TCEQ had investigated the company after reports of a bad ammonia odor at the site in June 2006, too.

    I daresay the fault here can be spread out over a big number of state and federal authorities.

      The West Fertilizer Co. had $5250 less dollars available to spend on safety upgrades  in 2012 due to a Federal penalty the government made them pay.

        were nothing more than a cost of doing business.

        You might as well call it bribery, because that is exactly what it is.   It is paying bribes to do business!

        So what?  slap on a token fine, give them a slap on wrist, and they continue as before.  

        Until a few dozen people get killed and maimed in the process and all of a sudden, people take notice.

        Disgusting isn't it.  Those fines should be multiplied by the tens of millions, and the cost of non-compliance should be a total shut-down of the company.

        In the time it took Adam Lanza to reload, eleven children escaped. What if...
