    You use water (or foam, as the other reply asserts) to keep the hazardous energy (heat mostly, but also fire) away from other things.  The fire hit first, the heat set off the big boom.  If you can have a deluge system on the big boom (likely a big ammonia bullet), then you don't have the big boom.  If you can foam it over, that slows down heat .  

    As they had nothing, they tried to rely on fireman to rush in before the big boom.  Big mistake.
