    not out of spite, but, a privately owned company exploded and did not do much damage beyond it's own privately owned property.  Even so, the bill is likely in the millions of dollars.  How is it that the State of Texas is incapable of handling this?  Why do they need to seek federal funds for an explosion on private property that didn't even do damage in multiple counties, let alone multiple states? Where is the Federal prerogative in dealing with this?
    Or is it a backhanded way of showing how the Feds are just vindictive bastards?  "See? We asked for aid b/c we needed it and they turned us down", even though, IMHO (where the H is usually silent) there is no need for Federal intervention.
