    when members of Congress didn't devote much time to meeting with corporate/professional lobbyists.  Their offices handled the research of issues and legislation on their own, without a great deal of input from the private sector.  But the lobbying meetings are tied to the fundraising, so both increase their burden on a member's time.

    It is an old strategy of tyrants to delude their victims into fighting their battles for them. FDR
