What a slippery slope.  Any time or geographic limit on that?

    Keep the TVA public.

and not an order, I see it more as equivalent to - don't go out in the blizzard if you don't have to. You'll make things worse for everyone.

emergencies - there are three levels, and the Level III description reads:

This means that no person except operators of public safety vehicles on duty or otherwise responding to an emergency; and essential news media personnel, including reporters, support, and production employees; health care and other emergency personnel; and essential employees of critical infrastructure facilities, may drive on roads and streets in Lucas County. All others traveling on the roadways might be subject to arrest. All public safety employees must report to work as scheduled.
They don't declare one often or casually, but it does happen.  And if you go out after they do without a good reason, they will stop you and sometimes ticket or arrest you.   I'm sure that this is the case in most of the US.

My point is that any modern state has immense power and can use that for good or for evil.  The check against inappropriate use is not to forbid its exercise (which won't work anyway) but to insist on proper training of the people with that power, and a strong checks-and-balances system.  I'm not against the CIA, NSA, or FBI engaging in surveillance of emails or whatever - I'm against them doing it without a warrant.

there's no "slippery slope", it's Boston and the surrounding area from what I can tell, no one's suggesting that it be extended to the entire state or country, except the paranoid voices in your head.
