    and are hesitant to bring death penalty cases in jurisdictions where the penalty has been abolished.  This is in part because of the difficulty in finding juries to impose it, but also in deference to local custom and the principle of home rule.

    Shirley Chisholm was right. Our Republic is in deep trouble.
