    While we're on the subject of unbalanced representation and possible ways to address it -- Please remember the 630,000 citizens who live in the District of Columbia who have NO representation in Congress at all.  (The impotent "non-voting" representative is a sad joke.)  Our Congressional "overseers" impose policies  and rules on DC they would never dare to impose on their own constituencies, and have control over the city's budget that is funded by local taxes. Today, in another exercise of futility, DC citizens are "voting" on a resolution on whether the city -- not Congress -- should have control over how local funds are budgeted. But even if the resolution passes, which is likely, it will have no effect other than as an expression of public frustration. It will take an act of Congress to make it so.

      of the whole of our democracy, I've always felt...

      Now there's far too much baggage overlaid on the original stupid oversight to correct it easily.  But it's the perfect statement of the nation's flawed democracy.
