    It would be unwieldy to have a House with over a thousand members, but we could have a more representative democracy if we added another layer.

    On the House side, we should consider having an advisory body of maybe 2000 members that performs all business electronically. Our target should be one representative for every 100,000 voters. With current technology, they could meet online and take votes online. Bills passed in this advisory capacity should bypass the House and go directly to the Senate for action if they pass by a significant majority, for example a 60% supermajority. All spending bills should originate in this body.

    This would significantly push power back toward the people, making big money less effective and lessening the effects of gerrymandering.
