    sector (of which  IT services sector is a part), i.e. the US is a net beneficiary of global trade in that sector, in contrast to the large trade deficits (China trade deficit being dominant here) in the goods sector. And that sector expanded/expands by bringing in skilled workers from other countries on temporary work visas such as H-1B.

    Work visas are also a channel through which we bring in skilled immigrants in order to try and maintain a desirable skilled vs unskilled (and in between) balance in net immigration.

    I have not seen enough details of the proposed bill to give my take on it one way or the other, but a healthy debate on the subject from various perspectives is important to have.
