    the plant owner, and all the employees - it's not a big faceless company. The mayor is a volunteer firefighter. (I've been in a town where the mail isn't delivered, and everyone picks it up at the post office. West sounds like that kind of place.)

        Things go wrong on a farm that aren't anyone's fault, so you just get stoic about things. They may figure that their neighbor with the fertilizer company just got wiped out by bad luck.
