    ...from violating them. The issue here is commercially available mixes that any adult in the country can buy, including paroled murderers and government-identified terrorist subjects. A combination of taggants and background checks could stop some percentage of bombers from getting the raw materials they need. Others will find a different way to achieve their desired result.

      that it would be literally impossible to regulate explosives to the point where people had to pass background checks to get the raw materials.
