    People have suggested making store bought bullets even more expensive than they already are. Bullets bought at the store are jacketed, or made of metals other than lead. That manufacturing technique was introduced deliberately to take as much lead out of the environment as possible.  Making it cheaper to DYI bullets will simply reintroduce more lead back into the environment for no particular good reason other than "feel good." As it stands, homemade bullets are already cheaper than than commercially made, but obviously are more trouble than the price difference justifies. Make it economically worthwhile to DIY, and they will.  It is not unusual for an average Saturday afternoon target shooter to burn through 500 rounds in an afternoon at the range.

    As a scientist, I am a practical person. I look at the data, then make decisions, divorced from emotion. In college, the courses I disliked most were the two semesters of economics, but even though we had a prof who could make sex education boring, I did learn a lot. This is an issue of applied economics.
