    A major criminological aspect of pursuing domestic violence is that it correlates to other crime.  (Perhaps this is why Norristown, PA has a higher crime rate than NYC?)  So their crime free ordinance is going to have the opposite effect as some of those abusive partners decide not to stop with their spouses.

    Of course, if conservatives are involved, they consider domestic violence to be the result of a moral failing of the victim.  So of course they should be kicked out, assuming the statutes that call for the burning of witches aren't found unconstitutional by "liberal judges."

      The point, I think, is to remove the incentive for landlords to profit from illegal behavior like drug sales, prostitution, or gambling.

      The problem here is priorities: we'd rather punish everyone in the vicinity than either pay attention to innocent victims, or (God forbid!) spend money to help people out of poverty and unemployment.
