    Well your house carries your identity, so energy and other services like digital that come to your house could have the tax waived at the provider.

    And for that matter credit and debit cards carry your identity, so if you buy energy on the road electronically again the provider could waive the tax.

    Providers do something like this all the time. I waive state sales tax for my mail order customers from out of state for example.

    I think those would make a good start.

    But there would need to be a national database of every person in the country, updated every year based on Federal income tax.

    I wonder where we could get one of those.

      How about the rebate checks going out the month before the carbon tax begins?  That way people get the check up front before they have the outlay?

      .. of sole proprietor business ownership. Taxes are consolidated into a single return.
      Good idea, if non-self employed had a similar avenue so that instead of paying up front and then having to wait for a rebate, the tax would be waived without the back and forth. Then the rebate would be figured in at tax time.
