    I'm going to guess that more than 2/3 of them believe it's something they can "contract out" to the Private Sector which can do it more efficiently, at less cost and not disrupt their lives in any way.

          presumbably about half of the 863 people surveyed, So it's 44% of some 430 people, give or take.
