    if safety is improved:

    The Disney official said the company would consider permitting its licensees to again produce in Bangladesh and Pakistan if those countries get the Better Work program to help their factories.
    This actually could help in the long run.

      As mentioned by others, the system is so broken, that one decision will not fix 30 years of bad choices, but it could help.

      will be poorer.

      I have visited garment factories in Bangladesh and Pakistan and I have driven through the slums that the workers live in and the worse slums that people who do not have regular jobs live in.

      There is absolutely no question that the poor people of these countries desperately need jobs - almost any jobs.  

      With some labor groups urging Western companies to stay and fix problems rather than leave, Disney said in its letter to licensees that it would pursue “a responsible transition that mitigates the impact to affected workers and business.”
      And how is that going to work?  Are they going to provide the workers thrown out of their jobs with income supports as an ongoing corporate charity program?  If not, then what other way could it possible mitigate the impact to these people and their families?
