    situation makes these seizures a bit murky.

    On the other hand, municipalities in our state have virtually no inherent authority and, for that matter, no right to exist.

    The North Carolina constitution specifies that municipalities exist solely at the pleasure of the legislature. The legislature could, literally, forcibly disband any or all of the state's 550+ cities and towns with the stroke of a pen. Perhaps, if teapukes are in charge, they could do it by voice vote.

    So municipal assets are not well-protected, and municipalities also have no inherent right to taxation. The legislature allows them to levy a property tax. That's pretty much it. If they want a special sales tax, they need permission from Raleigh. They seldom get it. If they want impact fees on new development, they need permission from Raleigh. They never get it (because the real estate and development industry owns Raleigh).

    The legislature is in the process of stripping all municipalities of the authority to levy business privilege licenses. The legislature is in the process of removing much of the existing municipal zoning and building standards authority.

    You get the point.

    It sucks to be a municipality in North Carolina, especially with teabaggers running the legislature. And if a municipality happens to be heavily Democratic - either in population or in municipal government - they are subject to even more abusive treatment. The legislature has stolen Asheville's airport, is in the process of stealing Asheville's utility system and is in the process of stealing Charlotte's airport.
