    In public testimony, keeping counties and cities together was a common request, plus compactness was a main objective of the commission judging from their final maps. Density makes for a lot of odd pairings, a north coast district anchored on Marin may not be completely ideal, it is preferable than mixing too much inland with coastal. The commission was more geographic in it's map, as that is one way to come up with a fairly neutral compact map.
