      Drunk or stoned parents who neglect their kids or giving guns to children as "gifts" - those are not responsible people.  

      I watched Dragnet growing up - my folks listened to it on the radio.  Every once in awhile I'll catch an episode and think "boy, is that out dated" or "wow, that's still right on the money" depending on the case being discussed.  

      How do you monitor responsibility?  Or license it?  

      The RKBA crowd is all for "responsibility" and claims that all gun owners are responsible - right up until the moment they are not.  

      Noddy's family had it right - the FIRST thing you do when you get home is lock up the gun - THEN you kiss your spouse and kids.  It's the ultimate demonstration of "I love you."  I love you enough to walk past your excited little voices "Daddy / Mommy is home!" go straight to lock up your gun and then happily grab everybody in a bear hug.  No distractions until the gun is locked up.  My father in law was a cop - that's the way he was - nobody ever thought he loved them less because he walked right past them straight to the closet safe / lock box and took care of his service weapon before turning to his wife and daughters for a welcome home hug and kiss.  

      He was responsible every day of his life.  

      We can't predict which people will be responsible about their gun EVERY MINUTE OF EVERY DAY - you don't know that until they've passed on.  

      Since we can't predict that, we need rules to try license / enforce it.  Gun COURSES that last more than a day or two - licensing, refresher courses, testing, license renewal fees - just like with your driver license.  Consequences (tickets) for violations - gun school like traffic school.  And investigations into "accidents" that are more likely to be negligence.  If found to be negligent, consequences up to and including revoking permits and licenses and the guns themselves.  

      There are no rights without responsibility.  Including the 2nd Amendment rights.
