    is that "terrorism" is something governments participate in directly, by multiplying the supposed "terror" to people who aren't really that terrorized by the rare attack on random public by politically motivated attackers.

    Every day random 'innocent' members of the public end up dead of attacks by criminals that are usually not acting out of political motives. A lot more people die every year of this than of calculated terrorist attacks. It can be met with restrictions of freedom (the old "Law and Order" canard), and that usually leads to more and more people dying of overzealous police "Law and Order" response than the situation calls for. You'd think that would have taught us something over the decades.

    I can remember when terrorist attacks on random civilians in Israel by Islamic extremists (of various affiliation) were studiously NOT called "terrorism" by western governments - including ours. That tune changed when the attacks targeted Israeli athletes at the '72 Olympics in Munich. Because all of a sudden non-Israelis felt terrorized, and the whole world was watching.

    There's lots of ways to die. Terrorist attacks (here in the US, anyway) aren't high on the list. Thus obviously, if we are expected to surrender our supposedly precious and long fought-for freedoms in exchange for 'protection' against a cause of death far more rare than bad weather and/or corporate malfeasance, the government is playing the terrorists' game. For its own purposes. Terrorism wouldn't work well enough to be considered a viable tactic by wannabe terrorists if it weren't so effective in getting governments to do the terrorist's bidding.
