    People who challenge the case against them are ipso facto not compliant -- I.e. a pain to the system. There's not much sympathy for such people. Repeat offenders get away with their misbehavior because they learn how to be compliant.
    The culture of obedience is self-defeating.

    We organize governments to deliver services and prevent abuse.
