        relies on the phenom of the low-information voter.  Low-info voters think "government is the problem" (which is not to say gov't is not the problem in many cases) and do not bother to figure out which party is the actual problem in most cases.  Then, the party that seems to be anti-government (GOP) wins hearts and (sort of) minds.
