    I've worked in organizations where there are occasionally major events, like a sales conference or seminar, that required everyone to put in extra effort to make deadlines, followed by a period of relax and kick back.   Comp time was a great way to handle that, because it gave employees a needed break, didn't involve budget issues about wages, and worked for salaried employees.  
    So it seems to me that comp time shouldn't be illegal, but there are obvious boundaries needed:
    It should be time-and-a-half.
    It should be used within a few months.
    It should be paid if not used.

    I'm still mad about Nixon.
