    and answered, but to what do Cooper's execs attribute sufficiently rising costs and/or decreasing revenue that in their view justifies charging tuition?

      4 and 10 primarily. They just built a big fancy new building for $115 M. The endowment invested heavily in Tech in the 90s and never recovered.
