    of a criminal matter or any type of law enforcement case?
    I think it used to be common knowledge in the US that investigations were done so that factual information could be discovered which would lead to a conclusion.  

    "Conclusion" is  one of those interesting words in English that can be understood more than one way.  A conclusion is the decision one reaches after using a process of reasoning and logic.  It is has a more general meaning as something that comes at the end.  

    That Sunday, Susan Rice also said that the FBI was still at the beginning of an investigation.  In law enforcement, a conclusion at that point, isn't only premature, it also jeopardizes the integrity of the investigation.  Standards have declined. The rule of law has been corroded and undermined. Gossip and biased opinions are abundant. Long live the burden of proof.

    There is no existence without doubt.
