    If someone claims a tax exemption, the IRS is who must investigate to see if that claim is valid.  That's their job.

      Groups that file applications with the IRS who favor the elimination of the income tax and the IRS cannot be treated any differently than "Friends of the IRS". The process has to be content neutral and the same for all parties.
