    suggest that when applying, you might be given examples of what 'social welfare' means, and what it doesn't.

    social welfare - raising money for the blind, the burned, poor people who need eyeglasses or cars.

    not social welfare - promoting any sort of legislative action, policy, or candidates, or on the flip side, demonizing or trying to stop any sort of legislation, policy, or candidate or officeholder.
