    the kerfuffle over the azaleas at the National Arboretum is a good example of "crisis management" -- i.e. management creating a crisis to call attention to negligence in Congress.

    Hostage taking is a nasty habit. Congress should be penalized for every such failure to make adequate provision for our natural national treasures.
    Doling out natural resources for private exploitation is "balanced" by the failure to adquately care for what we have. Indeed, privatization is a scam to abrogate responsibility under the aegis of the property deity.

    We organize governments to deliver services and prevent abuse.
