    Well, Roy Blunt in the Senate and his brother in the House were integral to crafting and moving the 2006 legislation through to becoming law.  The Blunt brothers are from Missouri where UPS is headquartered and have long been advocates for the company.  During that time, the Republicans in Congress were bringing in lobbyists to write legislation.  The reporting at the time supports that for this bill and others that were written and passed.  Lobbyists were dropping off whole sections of laws that were being inserted without edits; and then put onto the floor during that era.

    Can I provide you with a log book?  No.  But it was a widely reported trend during that time and it took its toll on numerous pieces of legislation.

    Also, please note that the Postal Service has very limited ability to lobby Congress in the way that private concerns can and still do.
